Bay West is performing munitions investigation and removal actions at Eglin AFB, which has historically conducted munitions development, testing and training.
In accordance with past disposal practices, range residue, including target material and expended munitions, was placed into trenches and burial pits. These historical munitions burial areas are currently classified as Munitions Response Sites (MRSs) under the Military Munitions Response Program (MMRP). Up to 19 potential historical MRSs have been identified; these 1- to 10-acre MRSs are geographically dispersed over the total Base’s 464,000 acres.
Bay West prepared a complex Explosives Safety Submission which included multiple MRSs with multiple munitions and included siting of an explosives storage magazine. Bay West’s work plan included procedures for digital geophysical mapping (DGM), Munitions and Explosives of Concern (MEC) destruction, and Unexploded Ordnance (UXO) construction support and avoidance, as well as an Explosives Management Plan, Geophysical Investigation Plan, Quality Control Plan, and Geospatial Information/GIS Plan. Bay West interfaced with the US Army Corps of Engineers, Florida Dept of Environmental Protection, Federal Bureau of Alcohol Tobacco, Firearms and Explosives, and AFCEE.
Field activities include: Surface sweep of MRSs; DGM of MRSs containing potential burial pits; Intrusive investigation of selected target anomalies identified by DGM; Assessment of MRSs to ascertain the need for future munitions response actions; Removal of munitions related material from burial pits; Recycling of MDAS and cultural debris; and Certified MDAS as “explosive free” by use of an Expray® Kit or visual observation and subsequently coordinated MDAS disposal. By mid-2010, the project has explosively treated 3,728 items and transferred 3,330,000 lbs of MDAS to a recycler.
