Bay West is completing a performance-based cleanup of 25 sites at this active munitions manufacturing installation. Contaminated media included soils, ground water, and sediments impacted by explosives, metals, VOCs, and SVOCs including PAHs, pesticides, herbicides, and petroleum constituents.
Scope included investigation, site characterization, remedial design, corrective action, long term operation/long term maintenance, regulatory interaction, report preparation, and decision document preparation. Work is being performed under a fixed price remediation w/cost cap insurance contract. Activities follow the Facility’s Post-Closure Corrective Action Order and Facility Action Plan (FAP) process, and include RCRA Facility Investigations (RFI), interim measures (IM), Remedy Approval and Corrective Action. Proposed team member SAIC is supporting Bay West on this TO.
As a result of Bay West’s efficient in-place management procedures, we completed site closure activities for 22 sites at least one year ahead of schedule. We achieved all response complete/RIP performance objectives within the 3-year period of performance. PBC has accelerated the process of planning and executing the work. Coupled with the TN Dept. of Environment & Conservation FAP process, the work has progressed in an accelerated fashion with all project stakeholders involved and informed. Use of standard document templates facilitated fast-track development of the documents and contributed to our ability to complete RC field work 11% ahead of the baseline schedule. Human health and environmental risks have been reduced.
The Bay West Team designed a cross-functional investigation strategy to allow effective/efficient data collection in diverse geologic settings impacted with a wide-range of contaminants. Bay West utilized RFI data to plan/design site closure activities. During pre-/post-IM sampling, we performed life-cycle cost analyses to evaluate remediating to Residential PRGs. In most cases, we voluntarily performed additional IM work to reach Residential PRGs limiting the Installation’s future costs for maintaining institutional controls that would have resulted under industrial PRG criteria. Bay West performed records searches and utilized photometric/geophysical data to evaluate locations/extent of impacts for 3 firing ranges. Due to potential use of bazookas at one range, Bay West utilized a UXO technician for MEC avoidance during sampling and remediation. Bay West also developed/executed sampling strategies for small arms range munitions constituents.
The majority of the sites consisted of source removal of heavy metals, VOCs, pesticides, PAHs, and coal tar-impacted soils. Difficulty of the source removal activities increased due to the tight working conditions related to concurrent adjacent Base operations. Through effective and proactive communications with installation personnel, we eliminated disruption to site munitions manufacturing operations during soil removal and off-site transportation.
