Bay West is seeking to grow our Wisconsin Commercial/State/municipal environmental consulting services by adding a Project Manager to our team.
This individual must have demonstrable skills and experience specializing in Wisconsin environmental consulting and the Wisconsin regulatory framework and environment. Bay West currently provides environmental consulting services to the Wisconsin Department of Transportation (WISDOT) in the Hazardous Materials and Asbestos category, is a Wisconsin Department of Natural Resources (WDNR) Emergency Response Contractor, and is a contractor for the WDNR Wisconsin Assessment Monies (WAM) and vapor projects grant program assisting local governments and other entities in brownfield assessment and vapor intrusion investigation and mitigation.
In this remote position the ideal candidate will manage and develop our Wisconsin consulting program, individual due diligence [Phase I and II environmental site assessments and Phase 2.5, 3, and 4 WISDOT Facilities Development Manual (FDM)-specific investigations], construction monitoring projects, brownfields assessments, vapor intrusion investigation and mitigation, and remediation projects in Wisconsin.
The ideal candidate has established relationships with WDNR regulatory staff, has experience conducting both petroleum and non-petroleum environmental assessments in Wisconsin, and a track record of forging client relationships in Wisconsin.
The Wisconsin Project Manager will:
- Prepare project proposals for projects in Wisconsin and lead large-scale Wisconsin proposal efforts and teams.
- Mentor and develop a Wisconsin consulting group consisting of project managers, geologists, environmental scientists, and transportation and disposal staff.
- Provide technical leadership and mentoring in navigating and administering Wisconsin Administrative Rule NR 700, NR 140, and WISDOT FDM.
- Prepare and/or review project deliverables including work plans, project reports, bidding specifications, and other correspondence using technical writing and analysis skills.
- Collaboratively work and coordinate with other staff to problem solve and produce high quality creative solutions for our customers.
- Prepare detailed instructions for field staff and mid-level professionals and direct their project work.
- Make frequent customer/client contact and prepare project status reports.
- Review draft invoices and timesheets prepare final invoices, and appropriately manage project financial performance.
- Travel to perform field work, field safety audits, or meet with clients, regulators, and other project stakeholders.
- Routinely attend meetings, conferences, and industry functions as a Bay West representative for business development and recruiting.

The Wisconsin Project Manager must have:
- Bachelor’s degree in engineering, geology, environmental science, biology, or related field.
- Minimum 5 years of experience in environmental consulting in Wisconsin. Project management experience working directly for WISDOT, WDNR, or other Wisconsin entities.
- Maintains professional certifications, PG, PE, or PMP or has ability to obtain within 2 years.
- Preferred registration as a Wisconsin Hydrogeologist.
- A physical presence in Wisconsin (must reside in Wisconsin).
- Knowledge of federal, state, and local environmental regulations (especially Wisconsin regulations – NR 700, NR 140, and WISDOT FDM), along with other environmental assessment field data collection methods and procedures.
- Experience in another environmental service line such as regulated materials assessment, Phase I ESA preparation and/or review, industrial services, or other similar examples preferred.
- Strong and demonstrable technical writing and data analysis/management skills.
- 40-hour HAZWOPER training and current refreshers.
- Ability to work on fast-paced projects and supply a quality deliverable that exceeds customer expectations.
- Ability to foster friendly, positive, productive, and team relationships.
- Stable job history supported by excellent recommendations from supervisors, peers and customers.
- Outstanding customer service and communication skills (both written and verbal).
- Ability to be self-directed and work independently, as well as a team-player.

- Experience managing staff including conducting performance and salary reviews and assisting junior staff with development of professional objectives and career progression.
